1, Compliant with national industrial policies
The production of pulp molded product projects can replace paper packaging products made of difficult to degrade foam plastic packaging materials, in accordance with the first category of "encouraged category", Article 32 "environmental protection", and Article 15 "development and application of substitutes for persistent organic pollutant products" in the "Guiding Catalogue for Industrial Structure Adjustment (2007 edition)" of the National Development and Reform Commission. This project is also a resource reuse project and meets the industrial policy requirements of Article 33 "Resource Conservation and Comprehensive Utilization" and Article 24 "Industrialization of Renewable Resource Recycling and Utilization". At the same time, many provincial plans point out that the construction of low-carbon, environmentally friendly, and biodegradable plant fiber packaging projects is in line with relevant national industrial policies, and is an industry and technology encouraged by the country for development.
Green environmental protection and sustainable development are not only a trend, but also a reform that enterprises and markets are about to face. At the same time, consumers are increasingly concerned about environmental issues, and the sustainability of packaging has become a major focus.
2, Promoting pulp molding projects is an important measure to eradicate "white pollution" and ensure food safety
The solid waste generated after the use of plastic film and foam plastic products is difficult to be naturally degraded, causing "white pollution" to the environment.
According to experts' research, the foamed plastic tableware will release 16 harmful and carcinogenic substances in the water solution above 65 ℃.
Due to the increasingly serious white pollution caused by foam plastics, as well as the difficulty in waste disposal and high cost of recycling and regeneration. China has explicitly prohibited the production and use of disposable foam plastic food packaging, and has formulated various mandatory policies and regulations.
In October 1999, with the approval of the State Council, the Office of the National Leading Group for the Replacement of Disposable Foam Plastic Packaging for Convenient Food was jointly established by the State Economic and Trade Commission of China, the State Administration for Industry and Commerce of China, the State Environmental Protection Administration of China, the State Administration of Quality Supervision of China, the State Administration of Machinery Industry of China, the State Administration of Internal Trade of China, the State Administration of Light Industry of China, the Ministry of Railways of China, and the Ministry of Transport of China;
On December 28, 1999, the State Economic and Trade Commission of China, together with the State Administration for Quality and Technical Supervision, the Ministry of Science and Technology of China, and the Ministry of Health of China, issued two national standards, "General Technical Standards for Disposable Degradable Catering Utensils" and "Test Methods for Disposable Degradable Performance", which were implemented on January 1, 2000. This provides a unified technical basis for the production, sales, use, and supervision of disposable biodegradable catering utensils in China.
On December 22, 2001, the State Economic and Trade Commission of China, the State Administration for Industry and Commerce of China, the General Administration of Quality Supervision and Inspection of China, and the State Environmental Protection Administration of China jointly issued Document No. 1363, which clearly stipulated the prohibition of the production and use of disposable foam plastic catering utensils. The government's "One Order, Three Articles" is to enable disposable foam plastic tableware to exit the historical stage as soon as possible, and to replace and occupy the market with plant fiber environmentally friendly food packaging (tableware) as soon as possible.
At present, the disposable foam plastic tableware sold in the market is illegal production and enters the market through the black market. Due to unfair and vicious competition, the development of the environmental packaging industry is slow, and the existing production capacity is unable to meet the huge market demand. This has made it difficult for environmental packaging (tableware) products to completely replace disposable foam plastic tableware in the near future, making it difficult for the government's ban to be implemented.
Vigorously developing green and environmentally friendly food packaging products/pulp molded environmentally friendly tableware, improving production capacity, and meeting China's huge market demand for green and environmentally friendly food packaging products (tableware) are important measures to eradicate "white pollution", protect the environment, and ensure food safety.
